The work

Change communications and executive advice

Develop and execute integrated communications strategies for transformation and technology implementation. Assess how changes affect different audiences, then plan messages, channels, feedback, risks and measures around their needs and readiness, supporting adoption and sustained behavioural change. The role works with change management, training, technical and business teams to align communications with implementation milestones.

Advise executive leaders on communications about transformation priorities and decisions. Create leadership messages, talking points, presentations and toolkits, and support executive visibility and sponsorship. Anticipate concerns and address uncertainty, resistance and organisational impacts.

Content, engagement and measurement

Translate technical, policy and process changes into accessible communications about workforce impacts, new systems, business process changes, benefits realisation, timelines and readiness. Outputs range from FAQs and intranet content to videos, job aids and adoption campaigns. Communications must meet federal plain language, accessibility and usability standards.

Facilitate planning sessions, workshops and leadership briefings, and use stakeholder feedback and sentiment to improve engagement. Track communication activities, deliverables, stakeholder engagement and adoption metrics, producing reports and dashboards on readiness and effectiveness. The role also contributes to business development, internal initiatives and mentoring junior colleagues, as appropriate.

Requirements

  • At least three years’ experience in strategic communications, organisational change management, change communications, public affairs, communications consulting, public relations or a related field.
  • A bachelor’s degree, or four additional years of professional experience in place of the degree.
  • Experience supporting modernisation, digital transformation, technology implementation, organisational change or large-scale programmes.
  • Ability to explain complex technical, operational and organisational changes to diverse audiences, with strong writing, editing, presentation and storytelling skills.
  • Experience developing executive communications and advising leaders on transformation communications.
  • Experience supporting stakeholder engagement, workforce transition, readiness, adoption and change management, and developing multi-channel, adoption-focused communications.
  • Ability to collaborate with executives, technical teams, programme leaders, trainers and cross-functional stakeholders.

Preferred qualifications

  • Experience with Department of Veterans Affairs modernisation or other federal transformation initiatives.
  • Experience applying Prosci, ADKAR, Kotter or other organisational change frameworks.
  • Experience with system implementations, digital health modernisation, enterprise technology deployments or operational transformations.
  • Familiarity with readiness and stakeholder impact assessments and adoption measurement, and knowledge of federal healthcare operations and technology environments.
