Head of Internal Communications and Engagement
Lead internal communications and employee engagement at the Office of Rail and Road (ORR), the independent economic and safety regulator for Britain’s railways and monitor of performance on England’s strategic road network.
November 6, 2026
The work
Set and lead ORR’s internal communications and employee engagement strategy, aligned with its priorities and wider communications approach. The role sits within a transformation programme as ORR prepares for its developing role in rail reform; responsibilities are expected to evolve.
Advise the Chief Executive and senior leaders on clear communication, listening and trust. Lead communications and engagement through major organisational change, helping colleagues understand the reasons for change and have a meaningful voice in shaping it. Use employee feedback, insight and data to identify emerging issues, improve decisions and strengthen engagement.
Create opportunities for dialogue between leaders and colleagues, supported by clear and accessible internal communications, and help embed ORR’s culture, values and behaviours in colleagues’ everyday experience. Work with colleagues across ORR to support organisational priorities.
Reporting to the Director of Communications, you will lead and develop the internal communications team, with two direct reports. You will also be part of the Communications Senior Leadership Team and advise the Executive Committee.
Requirements
ORR will assess applications against these essential criteria:
- Significant experience leading internal communications, employee engagement, culture or organisational change programmes in a complex organisation.
- Significant experience providing strategic advice and constructive challenge to senior leaders on communication, engagement and organisational issues, with the ability to influence decisions and outcomes. This is the lead criterion.
- Ability to develop and deliver communication and engagement strategies that support organisational priorities, build trust, improve understanding and strengthen employee experience, with an understanding of how communication, engagement and culture can support or damage organisational performance.
- Ability to use insight to shape strategy, identify emerging issues and support decisions, demonstrating judgement, political awareness, stakeholder management and outstanding communication skills.
- The Civil Service behaviours of Leadership, Developing Self and Others, Communicating and Influencing, and Seeing The Big Picture.
